Tampa Bay roof replacement cost in 2026: prices, permits and wind rules
A typical architectural-shingle replacement on a 2,000 sq ft single-story Tampa Bay home runs about $10,700 to $21,500 in 2026, with $14,500 as the typical figure. Permit fees across Tampa, St. Petersburg, Clearwater and the two counties run roughly $150 to $250 on the published schedules. Wind rules, inspections and the age of the house shape the rest.
This page covers Hillsborough, Pinellas and Pasco counties (ZIP codes starting 335, 336, 337 and the Pinellas and Pasco part of 346). For statewide prices by material, see the Florida roof replacement cost guide.
What does a new roof cost in Tampa Bay?
The table runs our cost model for one example house: a single-story home with a 2,000 sq ft roof footprint and a medium (5–6/12) pitch, which works out to about 23.9 squares of roof surface. A square is 100 sq ft. Tampa Bay is the model's price baseline, so no regional adjustment is applied.
| Material | Low | Typical | High | Typical, pre-2002 home |
|---|---|---|---|---|
| Architectural shingle | $10,700 | $14,500 | $21,500 | $15,800 |
| Concrete tile (tile to tile) | $19,800 | $24,700 | $35,300 | $26,000 |
| Standing-seam metal (from shingle) | $22,100 | $28,200 | $39,100 | $29,500 |
For your own roof size, pitch and material, use the roof replacement cost calculator. A two-story house adds about 5% to the roofing line, and a steep roof (7/12 and up) adds 10–20%.
Permit fees, wind speeds and inspections by jurisdiction
Every re-roof in these jurisdictions needs a permit. The building department that issues it depends on where the house sits: inside Tampa, St. Petersburg or Clearwater, the city issues it; in unincorporated areas, the county does.
| Jurisdiction | Design wind speed | Wind-borne debris region | HVHZ | Re-roof permit fee (schedule date) | Portal | Inspections |
|---|---|---|---|---|---|---|
| City of Tampa | 141 mph | Yes | No | $177 flat, residential roofing (schedule updated 2023-02-16) | Accela Citizen Access | Virtual only. Dry-in inspection required for tile roofs and homeowner permits (other roofs may file an attestation), then final |
| Unincorporated Hillsborough | about 130–141 mph (estimate) | Yes in the west; the inland pocket around Brandon and Plant City is under 140 mph and is in the region only within 1 mile of the coast (estimate) | No | $250 flat, residential roofing (effective 2024-10-05) | HillsGovHub | Progress check (can be virtual by photo or video) and final; owner-installers must have the progress check |
| City of St. Petersburg | 145 mph | Yes | No | $150 for 15–40 squares; $100 up to 15; $300 over 40; $20 surcharge for owner permits (2017 schedule, the current one could not be checked) | Moving from Click2Gov to EnerGov (unverified) | Not researched; ask the city |
| City of Clearwater | 145 mph | Yes | No | By value: $33 plus $7.25 per $1,000 (about $178 on a $20,000 job, our arithmetic), plus plan review $16 plus $1 per $1,000 (current as of 2022-02-02) | Accela | Not researched; ask the city |
| Unincorporated Pinellas | 145 mph | Yes | No | About $180 for the first 20 squares plus $1.50 per extra square (unverified; the official fee book could not be opened) | Access Portal, record type "Residential Roof" | Mandatory in-progress inspection after dry-in with the roof loaded; dry-in and flashing for metal and tile; final |
| Pasco County | about 140–143 mph on the coast, under 140 inland (estimate) | Coast yes; inland only within 1 mile of the coast (estimate) | No | No published re-roof fee line; call 727-847-8126, option 5 | Pasco building | Not researched; ask the county |
Wind speed varies within a city by several mph. The building department's adopted value for your address governs the permit, so confirm the site-specific number with them or look it up in the ASCE Hazard Tool.

What the permit process looks like
- Tampa: all roofing inspections are virtual (the city uses Vu-Spex). Tile roofs and homeowner permits need a dry-in inspection; for other roofs the contractor can submit an attestation instead, then the final inspection.
- Hillsborough County: the file needs a §837.06 attestation and a Roof Mitigation Verification Statement. The county's re-roof page also flags the 25% rule.
- Pinellas County: a permit is required for roofing work over $500. The in-progress inspection is mandatory and happens after dry-in with the roof loaded. A Re-Roofing Mitigation Affidavit must be posted on site, and the shingle wrapper stays on site for the final.
- Clearwater: any roof installation or replacement needs a permit; only a very small leak repair under $500 is exempt. Contractors apply online.
- St. Petersburg: the city says roofing is excluded from the new HB 803 permit exemption (seen in a search snippet of the city's notice; unverified). Helene fee waivers there ended on 2025-07-31.
Under HB 803, single-family work under $7,500 can be exempt from permits outside flood hazard areas, and fees for inspections may no longer be based on total project cost. Whether a small re-roof qualifies outside St. Petersburg is unverified. Ask the building department before you rely on it.
Before you sign, check the contractor's license on the state DBPR license lookup.
How old are Tampa Bay homes, and why does it matter?
| Area | Owner-occupied homes | Built before 2000 | Built 2000–09 | Built 2010 or later |
|---|---|---|---|---|
| Pinellas County | 297,912 | 89.8% | 6.2% | 4.0% |
| St. Petersburg | 74,915 | 89.4% | – | – |
| Clearwater | 29,287 | 88.8% | – | – |
| City of Tampa | 83,683 | 68.4% | 17.7% | 13.9% |
| Hillsborough County | 358,562 | 60.9% | 19.9% | 19.2% |
| Pasco County | 178,821 | 57.5% | 23.2% | 19.3% |
House age drives two code items that change what a re-roof costs:
- Deck re-nailing. When the roof comes off a home permitted before the Florida Building Code (2002), the code requires an under-fastened wood deck to be re-nailed with 8d ring-shank nails at 6 inches on center (FBC Existing Building 706.7.1). With nine in ten Pinellas homes built before 2000, most original-deck roofs there will need it. In our model it adds about $1,300 to the typical shingle job above, including a larger allowance for replacement sheathing.
- The 25% rule. If more than 25% of a roof is repaired or replaced within 12 months, the whole roof must be brought to current code (FBC-EB 706.1.1). The exception in §553.844(5) depends on the roof, not the house: a roof built or replaced under the 2007 Florida Building Code or later only needs the repaired part to meet code. An older house with a roof replaced after the 2007 code took effect is exempt; a house whose roof predates it is not. Our roof age and insurance check shows which side your roof falls on.
A third item applies to valuable older homes: in the wind-borne debris region, a re-roof on a home insured (or, if uninsured, valued) at $300,000 or more may require a roof-to-wall connection retrofit, with the required spend capped at 15% of the re-roof cost (FBC-EB 706.8). It does not apply to homes originally permitted under the Florida Building Code.
How did Helene and Milton hit Tampa Bay roofs?
Two storms two weeks apart in 2024 caused much of the recent re-roof work here.
- Helene (September 2024) made landfall in the Big Bend as a Category 4, but pushed 5–7 ft of surge above ground into Tampa Bay. The St. Petersburg tide gauge set a record of 6.31 ft above mean higher high water, beating the 3.97 ft set by Elena in 1985. Clearwater reached 6.67 ft, and the Pinellas barrier islands 6.75–7.26 ft.
- Milton (October 2024) brought hurricane conditions from Clearwater Beach and Tampa south to Venice, 20.40 inches of rain near St. Petersburg, record crests on the Hillsborough River and a 45-tornado outbreak. It tore the fabric roof off Tropicana Field. The National Hurricane Center put total damage at $34.3 billion.
- Ian (2022) made landfall to the south, but FEMA declared Individual Assistance for Hillsborough, Pinellas and Pasco for Ian, Idalia, Helene and Milton, and for Hillsborough and Pinellas for Debby too.
Surge followed by wind left a heavy re-roof and substantial-damage workload on the Pinellas barrier islands, such as Madeira Beach and Treasure Island. Pasco ended its Helene and Milton permit fee waivers on 2025-07-31. If your home is in a flood zone and the total repair approaches half its value, the county's substantial-damage rules (Pasco's page shown) can apply to the whole house, not only the roof.
Does roof age affect insurance here?
Yes, roof age is one of the first things Florida insurers look at. The Florida roof insurance rules guide explains the state's 15-year roof rule, Citizens' age thresholds and how roof age is counted. Your policy terms control.
